국정전문대학원(원장 정문기) 박사과정생 장근호 원우가 지난 11월 21일, ‘제9회 규제개혁 대학원생 논문발표대회’에서 대상(국무조정실장상)을 수상했다.
규제개혁 대학원생 논문 발표대회는 규제개혁 관련 연구에 대한 공모와 시상을 통해 규제개혁의 중요성을 공감하고, 연구 성과를 확산함과 동시에 규제개혁에 필요한 이론적·실무적인 아이디어를 공유하기 위한 논문대회다. 해당 대회는 국무조정실이 후원하고, 한국규제학회와 한국개발연구원(KDI)이 공동 주최하며 올해로 9회를 맞는다.
장근호 원우는 「How Policy Design Becomes Non-Design: The Case of Online Platform Regulation in South Korea」라는 논문으로 수상의 영예를 안았다. 해당 연구는 한국의 온라인 플랫폼 산업이 급성장하는 과정에서 부처 간 칸막이와 비효율적인 정책 설계가 어떻게 규제 실패로 이어졌는지 분석했으며, 이를 통해 IT·플랫폼 기업에 대한 새로운 규제 패러다임과 정책적 시사점을 제시했다는 평가를 받았다.
SKKU Graduate School of Governance Doctoral Student Keunho Jang Wins Grand Prize at National Regulatory Reform Paper Competition
Keunho Jang, a doctoral candidate at the Graduate School of Governance at Sungkyunkwan University (Dean Moonki Jeong), was awarded the Grand Prize (Minister for Government Policy Coordination Award) at the 9th Regulatory Reform Graduate Student Paper Competition held on November 21.
The annual competition seeks to raise awareness of regulatory reform by inviting and recognizing outstanding academic research in the field. It also serves as a venue for disseminating research outcomes and exchanging both theoretical and practical ideas essential for advancing regulatory innovation. Now in its ninth year, the event is co-hosted by the Korean Association for Regulatory Studies and the Korea Development Institute (KDI), and supported by the Office for Government Policy Coordination.
Jang received the top honor for his paper, “How Policy Design Becomes Non-Design: The Case of Online Platform Regulation in South Korea.” The study examines how rapid growth in the Korean online platform industry, coupled with siloed ministerial decision-making and poorly coordinated policy design, led to regulatory shortcomings. It was praised for offering fresh regulatory perspectives and meaningful policy implications for IT and platform companies.
