SungKyunKwan University

Historical legitimacy for the department of Public Administration at SungKyunKwan University could be found by 成均館(SungKyunKwan) which was the gateway to success of a high-ranking official in Choson period. Past SungKyunKwan is not much different from the mission in the department of PA which aimed at training elite to advance public sector through the Higher Civil Service Examination, etc.

The book [行政學] was written by professor In Hong Jung who introduced Public Administration first to Korea as modern times study developed in the West. It is not an accident of history that he was on the staff of the department of Public Administration, SungKyunKwan University. As well as, professor Bum Hur also had served lifetime who made an introduction of Policy Science to Korea in earnest. It is a possible historical heritages that Science of Public Administration as Governance institutionalized curriculum for graduate and undergraduate studies recently. Academic traditions of SungKyunKwan University has evolved with convention of SungKyunKwan and taking up a challenge for new science of Public Administration.

There were several level of changes about historical progress. It was newly established the Department in the College of Law as Science of Public Administration major(later, the department of Public Administration) in 1960 and reorganized in the College of Social Science in 1981. It changed into Science of Public Administration, Social Science Department after implementation of faculty system overall.

Law School, Department of Public Administration(1960's - 70's)

Juristical tradition was strong Law Subject such as Constitutional law, International law, Civil law, Commercial law, Criminal law, Administrative law, Civil/Vriminal procedure law, labor law, the Finance Act, etc. and Initiative Science of Public Administration Subject like Introduction to Science of Public Administration, Organization Administration Theory, Personnel Administration, Financial Administration, Economic Policy, Local Autonomy and Local Government Social Survey Theory, Korean Government, Comparison Administration were integrated.

Prof. Ki Boong Jang, prof. Had Won Lee(1963), prof. Jung Hyun No(1963), prof. Kyu Taek Kim(1965), prof. Myung Young Lee(1965), prof. In Hong Jung(1966), prof. Won Taek Han(1974), prof. Woo Gon Yoon(1976), prof. Bum Hur(1978) proceeded to their new post.

Social Science College, Department of Public Administration(1980~95)

Reorganized in the College of Social Science- Strategic selection to establish an academic identity of Science of Public Administration Full-scale reflection into curriculum: 'Science of Public Administration as Social Science' Intensive Course such as Introduction of Policy Science, Administrative Behavior, Theories of Bureaucracy, Administration Management Method. Policy Analysis, Policy Evaluation, Administration Office Work Theory, International Administration, etc. is expanded drastically.

Prof. Dong Hyun Kim(1981), porf. Yong Duk Jung(1982), prof. Kwang Sik Kim(1984), prof. Hyun Ku Kim(1988), prof. Si Young Jang(1989), prof. Min Bong You(1991) started for their new post.

Social Science Department, Science of Public Administration major(Since 1996)

Changed into Social Science Department, Science of Public Administration major through implementation of faculty system overall - flexible management of major boundary, Science of Public Administration major credits reduction, compulsory subjects revocation, Social Science Department students enter science of Public Administration when they are sophomore, reduction of total credits for graduation and guarantee autonomy of lecture selection, re engineering curriculum classified with Basic Major and intensive Major, provided curriculum road map for who aims learning or who becomes professionalist or who studies double major At the end of 2000's, pursuit of internal stability and diffusion of denotation by including extensive field such as Leadership, Civil Society Theory, Governance Theory, Nation Innovation Theory, Information Policy, Women Policy, etc. in a perspective of 'Science of Public Administration as Governance' for talented people cultivation to various public sector.
